The Rare Coin Collection is found on a treasure map given to Stella after completing the Deadly Pulsar Rays as part of the quest, Elena's Dharma.
At the end of the quest, Stella has to give up either this or the Marriage Ring to continue. Elena informs Stella that this was from Stella's brother.
